7. PUBLIC HEARINGS: Time will be set aside during the Public Hearing to receive oral comments on all items listed as Public Hearings. Staff will present the project and staff recommendation and answer questions from the Planning Commissioners. The applicant will then have the opportunity to raise any issues with the staff recommendation. The public will then be invited to approach the podium to provide up to three (3) minutes of public testimony.
a. Use Permit UP 2008-02 is requested to allow the sale of alcohol at a one day event known as “Concorso Italiano” on a portion of the City of Marina Municipal Airport located on the east side of Imjin Rd immediately east of Building 510 (APN: 31-111-37). The Consorso Italiano event would take place on August 15, 2008 and would involve the display of Italian automobiles, vintage aircraft, fashion show, music, merchandise vending booths, and on site food and alcohol sales. The event site is located in an area designated for use as Light Industrial/Service Commercial in the General Plan and “A-1” (Airport) District in the Zoning Ordinance. The project is exempt from environmental review pursuant to Section 15061(b)(3) “General Rule” of the California Environmental Quality Act (CEQA) in that CEQA only applies to projects which have the potential of causing a significant effect on the environment. The City of Marina is the property owner and Concorso Italiano is the applicant. PASSED 6 TO 1. Commissioner O’Connell voted no because the use permit did not set forth opening and closing times for the sale of alcoholic beverages at the event. The resolution was modified to reflect that it is a two day event.
