PUBLIC HEARINGS: Time will be set aside during the Public Hearing to receive oral comments on all items listed as Public Hearings. Staff will present the project and staff recommendation and answer questions from the Planning Commissioners. The applicant will then have the opportunity to raise any issues with the staff recommendation. The public will then be invited to approach the podium to provide up to three (3) minutes of public testimony.

a. Recommendation to open a public hearing, receive any testimony from the public and consider adopting Resolution No. 2008- approving Use Permit (UP 2008-01) to allow a church use of a 3,604 square foot tenant space located at 348 Reservation Road within the El Rancho shopping center on an approximately 9.6-acre parcel (APN 032-161-004). Passed 6-0

b. Recommendation to open a public hearing, receive any testimony from the public and consider adopting Resolution No. 2008- denying Appeal (AP 2008-01) of the conditions of Design Review Board approval of Sign Permit (SG 2007-09) to allow modifications to signs for the Chevron service station located at 310 Reservation Road (APN 032-171-032) and affirming the Design Review Board’s action as described in Design Review Board Resolution No. 2008-04. Passed 5-1 Commissioner Bradshaw voted no because shedisagreed with some of the conditions of approval

c. Recommendation to open a public hearing, receive any testimony from the public and consider adopting Resolution no. 2008- denying Appeal (AP 2008-02) of the conditions of Design Review Board approval of Site and Architectural Design Review (DR 2008-04) to allow for modifications to building colors and canopy design for the Chevron service station located at 310 Reservation Road (APN 032-171-032) and affirming Design Review Board’s action as described in Design Review Board Resolution No. 2008-05. Passed 5-1. Commissioner Bradshaw voted no for the same reason

9. COMMISSIONERS AND STAFF INFORMATIONAL REPORTS:

a. City Council, Design Review Board, Tree Committee, and other meetings of note.
b. Upcoming items scheduled for future meetings.
c. Recommendation to receive a report regarding the authorization of the removal of six (6) hazardous trees on site located at 3135 Seacrest Avenue (Cypress Gardens apartments). Commissioner O’Connell sought information as to the procedure for an emergency session of the planning commission in an emergency. The procedure would have to not violate the Brown Act. Staff informed him such a procedure was available.

a. Recommendation to open a public hearing, receive any testimony from the public and consider adopting Resolution No. 2008- adopting recommendation to City Council on proposed amendments to Section 17.06.130 of the Zoning Ordinance that specifies criteria and standards for residential hotel conversions.Passed 6-0 Commissioner O’Connell had to recuse himself

b. Recommendation to open a public hearing, receive any testimony from the public and consider adopting Resolution No. 2008- adopting recommendation to City Council on Use Permit to allow the conversion of the existing Marina Beach Inn at 3270 Del Monte Boulevard from hotel use to residential hotel use as permitted by Section 17.06.130 of the Zoning Ordinance. Passed 6-0. Commissioner O’Connell had to recuse himself.

c. Recommendation to open a public hearing, receive any testimony from the public and consider adopting Resolution no. 2008- adopting Mitigated Negative Declaration ND 2008-01 for project consisting of three (3) buildings with a total of approximately 35,000 square feet of gross building floor area and associated development of a vacant 80,952 square foot (1.858 acre) parcel located at 740 Neeson Road (APN 031-011-034). Passed 7-0

d. Recommendation to open a public hearing, receive any testimony from the public and consider Resolution No. 2008- approving Use Permit UP 2007-15 to allow a construction services business (Ross Roofing) use of a tenant space in one of three buildings with 6,553 square feet of gross building floor area (5,241 sq. ft. ground level and 1,312 sq. ft. mezzanine level) on the 80,952 square foot project site located at 740 Neeson Road in the A-2 District pursuant to Section 17.28.020 of the Marina Zoning Ordinance. Passed 7-0

e. Recommendation to open a public hearing, receive any testimony from the public and consider Resolution No. 2008- approving Site and Architectural Design Review DR 2007-16 for the development of an approximately 35,000 square feet of gross building floor area and associated development of vacant 80,952 square foot (1.858 acre) parcel located at 740 Neeson Road (APN 031-011-034).

WHAT IS RELAY?
It’s 24 hours you’ll never forget…

Relay For Life is a 24-hour team event to fight cancer. It raises awareness of cancer in the community and raises money to support the programs and services of the American Cancer Society.

Here’s how it works: A team captain gets together some of his or her closest friends, family and coworkers and forms a team. The team members go out and collect contributions prior to the event. Relay For Life is the celebration party at the end of the fundraising.

Come Relay Day: Participants grab their tents and chairs and head to the Relay For Life. It’s like a community camp-out. People pitch their tents on the field, and take turns walking around the track. One person is always on the track representing the team for the 24 hours.

Relay For Life is not just about honoring Survivors; it’s about empowering them to fight back against cancer. The first lap at the Relay is special … it’s the Survivor’s Lap. Cancer survivors are invited to walk the first lap. It’s very emotional and hopeful to see how many people DO survive cancer.

In the evening: there is a Luminaria Ceremony. White bags with sand and a candle line the track. Each one is dedicated IN HONOR OF a cancer survivor, or IN MEMORY OF those who have lost their battle. Luminarias encircle the track and light the way as Relay participants walk through the night.

It’s special: Relay For Life is the American Cancer Society’s signature event. It allows us to honor cancer survivors, remember those we’ve lost, educate the community on early detection and prevention of cancer, and raise much-needed funds for our community programs and services.

Why 24 hours? We are asking you to give one day out of your life for those who may not have another. There are similarities between the Relay For Life and what a cancer patient goes through: It may get hot during the day and you may feel like quitting. But you keep walking. It may get windy and cold at night and it may rain. But you press on…knowing that the sun will come up and it will be a new day.

AMADEO GETS COUNCIL SEAT

April 3, 2008

Planning commissioner Nancy Amadeo’s position as chair of the commission did not last long. She was appointed by the council to fill the vacancy on the council until the election in November.

You can still review Councilwoman Amadeo’s application for the council seat on the city website.
