7. PUBLIC HEARINGS: Time will be set aside during the Public Hearing to receive oral comments on all items listed as Public Hearings. Staff will present the project and staff recommendation and answer questions from the Planning Commissioners. The applicant will then have the opportunity to raise any issues with the staff recommendation. The public will then be invited to approach the podium to provide up to three (3) minutes of public testimony.

a. Recommendation to open a public hearing, take any testimony from the public and consider adopting resolutions approving Use Permit UP 2006-07, Minor Subdivision Map MS 2006-02, and Design Review 2006-06, associated with a proposed three (3)-lot subdivision and the development of a three (3) residential dwelling planned unit development on a 6,058 square foot 0.34 acre parcel located at 242 Carmel Avenue (APN 032-291-058)passed 6-0

b. Recommendation that the Planning Commission consider adopting the following resolutions relating to the Marina Station Project: AT THE 11/1/07 MEETING THERE WERE ADDITIONAL QUESTIONS, ANSWERS AND COMMENTS MADE AS TO MARINA STATION. THE NEXT HEARING ON MARINA STATION IS SET FOR 11/29/07 AT 6:30 P.M.

1. A resolution of the Planning Commission of the City of Marina recommending City Council approval of the specific plan for the Marina Station project, a proposed 320-acre mixed use development located along the north boundary of the City of Marina (APNs 175-011-038, 045 and 046 respectively).continued to 11/1/07

2. A resolution of the Planning Commission of the City of Marina recommending City Council approval of a general plan map amendment (GM2007-x) and general plan text amendments (GM2007-x) to 1) amending the Marina general land use map of the land use element; and 2) amending sections 2.33.5(1).continued to 11/1/07

3. A resolution of the Planning Commission of the City of Marina recommending City Council approval of a zoning map amendment (ZT2007-x) to 1) amend the site’s zoning designation from “transitional district” to “specific plan”, and 2) amend the zoning map to include 47 gross acres of neighborhood edge homes, 132 gross acres of neighborhood general homes, 30 gross acres of neighborhood center homes, 12 gross acres of office use, 18 gross acres of industrial use, 25 gross acres of park (including Olsen school expansion) and 35 gross acres of open space.continued to 11/1/07

MARINA STATION UPDATE

October 12, 2007

At the meeting on Oct. 11th the developer of Marina Station expressed a belief that this project would have very little effect of the ground water level that serves the City of Marina. He wants you to believe that the concept of a “rain garden” being created throughout portions of the project is the answer. The developer’s representative was not able to give specifics as to how much benefit, if any, this concept would be to the city. Why not be there on Oct. 25th or watch on Channel 25.
