6. CONSENT AGENDA: Background information has been provided to the Planning Commission on all matters listed under the Consent Agenda, and these items are considered to be routine. All items under the Consent Agenda are normally approved by one motion. If discussion is requested by anyone on any item, that item will be removed from the Consent Agenda and placed at the end of Other Action Items if separate action is requested.

Recommendation that the Planning Commission consider adopting Resolution No. 2007- to determine compliance of the proposed design of Marina Heights housing units with the approved style concepts and specifications in the Marina Heights Community Design Guidelines.

a. Recommendation that the Planning Commission consider adopting Resolution No. 2007- approving Site Plan and Design Review DR 2007-15 for modifications to approved project plans associated with the addition of office space within the existing public safety building located at 211 Hillcrest Avenue (APN 032-303-030).approved 7-0

b. Recommendation that the Planning Commission consider adopting Resolution No. 2007- approving final landscape and irrigation plans and amending condition of approval for the Lakeview Homes project located at 3138 Lake Drive (APN 033-141-044, APN 033-141-045, APN 033-141-046, APN 033-141-047, APN 033-141-048, & APN 033-141-049) approved 6-0 Commissioner O’Connell did not vote and did not formally abstain from voting. The failure of the applicant to appear at the hearing and the applicant’s conduct of not complying with the city ’s requirements prior to doing the landscape was why Commissioner O’Connell declined to vote.

PUBLIC HEARINGS: Time will be set aside during the Public Hearing to receive oral comments on all items listed as Public Hearings. Staff will present the project and staff recommendation and answer questions from the Planning Commissioners. The applicant will then have the opportunity to raise any issues with the staff recommendation. The public will then be invited to approach the podium to provide up to three (3) minutes of public testimony.

a. Recommendation that the Planning Commission open a public hearing, take public testimony, and;
i. Consider adopting Resolution No. 2007-, adopting the Mitigated Negative Declaration (SCH# 2005061101) and Mitigation Monitoring and Reporting Program for the Marina Dunes RV Park expansion project located at 3300 and 3330 dunes drive (APN’s 033-041-025 and 003-041-011);
ii. Consider adopting Resolution No. 2007-, approving Coastal Development Permit amendment CD 2007-1 for the Marina Dunes RV Park expansion project located at 3300 and 3330 dunes drive (APN’s 033-041-025 and 003-041-011), and;
iii. Consider adopting Resolution No. 2007-, approving Site and Architectural Design Review DR 2007-2 for the Marina Dunes RV Park expansion project located at 3300 and 3330 dunes drive (APN’s 033-041-025 and 003-041-011).
Passed with a vote of 6-0
b. Recommendation that the Planning Commission open a public hearing, take public testimony, and;
i. Consider adopting Resolution No. 2007-, approving Use Permit UP 2007-05 associated with proposed remodeling of existing mini-storage facility located at 3333 Paul Davis Drive (APN 033-012-029), and;
ii. Consider adopting Resolution No. 2007-, approving Site and Architectural Design Review DR 2007-03 associated with proposed remodeling of existing mini-storage facility located at 3333 Paul Davis Drive (APN 033-012-029).
Passed 6-0
c. Recommendation that the Planning Commission open a public hearing, take public testimony and consider adopting Resolution No. 2007- approving Use Permit UP 2007-11 to allow an adult day care business proposed to occupy a 4,808 square foot unit in the Marina Town Plaza shopping center located at 328 Reservation Road, Suite D (APN 032-161-024).
Passed by a vote of 4 in favor, 1 abstained and 1 no vote. Commissioner Bradshaw abstained because of her concern about parking. Commissioner O’Connell voted no because of parking and his opinion that the notice given was defective in that there was a modification as to the number of parking spaces allocated to certain tenants and notice had not been given of this modification prior to the matter being heard by the commission.

Summary: The Monterey Peninsula Unified School District will be the Lead Agency and will prepare an Environmental Impact Report (EIR) for construction and operation of the Marina High School and Joint Use Community Recreation Facilities. We need to know the
views of your agency as to the scope and content of the environmental information which
is germane to your agency’s statutory responsibilities in connection with the proposed
project. Your agency will need to use the EIR prepared by our agency when considering
your permit or other approval for the project. The EIR is intended to serve as an
informational document to inform decision-makers and the general public of the
environmental consequences of the proposed action.

Due to the time limits mandated by State law, your response to this notice must be sent at
the earliest possible date but not later than 30 days from receipt of this notice. Please
send your response to the Monterey Peninsula Unified School District at the address
shown above. We will need the name for a contact person in your agency.

An Initial Study has been prepared for the project and is attached.

Project Title: Marina High School and Joint Use Community Recreation Facilities
Project Location: The project is located in the City of Marina, approximately 15 miles north of Monterey and about 65 miles southwest of the San Francisco Bay Area, in Monterey County. There are two alternative sites: (1) Preferred Patton Site; and (2) Alternative Reservation Road Site. Site 1 is approximately 20 acres of school property
and is located on the northern end of Rendova Road at the existing Patton site (2995
Rendova Road) plus land to be acquired from the City to the west and north of the
existing parcel. Site 2 is a 35-acre site identified in the City’s General Plan and located at
the southeast corner of Reservation Road and Salinas Avenue.
Project Description: The Environmental Impact Report will address the environmental impacts associated with construction and operation of the Marina High School and Joint Use Community Recreation Facilities at either Site A or Site B, or a superior alternative site identified as part of the EIR process.
Potential Environmental Effects: Key issues that the EIR will address include aesthetics, air quality, biological resources, hazards and hazardous materials, hydrology and water quality, noise, and transportation/traffic.
Public Scoping Meeting. A Scoping Meeting to discuss the project and answer questions will be held August 8th at 6:00 PM in the Auditorium at the Marina High School, located at 2995 Rendova Road, Marina, CA.
