a. Recommendation to open a public hearing, receive any testimony from the public and consider adopting Resolution No. 2008- an amendment to the Marina General Plan including Figure 2.4 Downtown Vitalization Area, amending Section 5.11 to require that a specific plan be prepared for the Downtown
Vitalization area, amending Figure 1.2 to add Downtown Vitalization Area overlay to the Central Marina sub area, removing Section 2.41.6 requiring any development proposed in the Core Retail Area to prepare a specific plan and adding Policy 2.63.51 defining Downtown Vitalization Area. Development in the
downtown area will require preparation of a specific plan that would eventually be folded into the Downtown Specific Plan. This approach will ensure that development is consistent with the goals and policies of the General Plan, Downtown Vision and Downtown Design Guidelines. The project is categorically exempt from environmental review pursuant to Sections This project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15061(b)(3) (General Rule).
